Chapter 2: POSITION DESCRIPTION
I. Director of Human Resources:
Position Title:
Director of Human Resources
Functional Description:
The Director of Human resources has general
administrative responsibilities for personnel policies, procedures
and services. In addition, the Director of Human Resources is
responsible for the development and implementation of a program
of staff development.
Major Duties and Responsibilities:
Develops and maintains an employee classification system
Develops and maintains a compensation plan for classified employees
- Exercises general supervisory and management
oversight of payroll functions and operation
- Ensures that an efficient and effective system of employee
application, screening, appointment and evaluation are maintained
- Conducts job audits as necessary
- Is responsible for a secure and accurate system for maintaining
employment records
- Develops and administers an operating budget for the department
- Selects, appoints, supervises and evaluates staff of the department
- Reviews personnel policies regularly and advises the general
administration regarding needed revisions.
- Develops and implements staff development training programs
Reporting Line:
Reports to the Vice President for Finance
and Administration
Span of Control:
Reporting to the Director of Human resources
are the following:
- Payroll Manager
- Human Resources assistants
Qualifications:
The Director of Human resources must hold
a graduate degree in an appropriate field, preferably personnel
management, and have significant experience in the field of
Human resources Management. He or she must be knowledgeable
of Moroccan employment legislation, regulations and rules and
be proficient in conducting job audits, developing and evaluating
compensation and classification plans. The Director of Human
resources must be committed to staff development and experienced
in developing and delivering staff development programs. He
or she must be exemplary manager and skilled in interpersonal
relations
The Director must have be multilingual, with competence in Arabic,
French and English.
