Chapter 2: POSITION DESCRIPTION
H. Finance Director:
Position Title:
Finance Director
Functional Description:
The Finance Director is the chief accounting
officer of the Universty responsible for all financial activities,
including accounting, disbursement, cashiering and students
accounts . He or she is responsible for the investments of the
University funds within the policies, guidelines and directives
of the University
Major Duties and Responsibilities:
- Develops and implements financial policies.
- Establishes financial controls to protect the University’s
financial resources
- Exercises general administrative and management oversight
of the following functions and operations:
accounting
cashiering; and
Students accounts
- Reviews and evaluates audit reports and drafts management
responses to recommendations
- Prepares such financial reports as are required
- Develops and administers the operating budget for the division.
- Selects, appoints, supervises and evaluates staff of the division.
Reporting Line:
Reports to the Vice President for Finance
and Administration
Span of Control:
Reporting to the Finance Director are the
following:
- Accounting Manager
- Cashiering Manager
- Students accounts Manager
Qualifications:
The Finance Director must be a professional
accountant and have significant experience in accounting and
financial management. In addition, he or she must be knowledgeable
of Moroccan fiscal legislation.
The Finance Director must of unquestioned integrity, a skilful
communicator and a capable administrator. He or she must be attentive
to detail and capable of handling significant financial information
confidentially and must be able to deal effectively with vendors
and financial institutions.
The Finance Director must be multilingual, with competence in
Arabic, French and English.
