G. VICE PRESIDENT FOR FINANCE AND ADMINISTRATION:
Position Title:
Vice President for Finance and Administration
Functional Description:
The Vice President for Finance and Administration is the chief financial officer of the University. He or she is also responsible for many of the non-academic administrative, operational, and logistical functions of the institution.
Major Duties and Responsibilities:
- In his or her role as chief financial officer of the University, the Vice President for Finance and Administration has general supervisory and administrative responsibility for:
- technical preparation of the University's annual budget;
- the operation and maintenance of the University's financial, accounting, payroll and cash management systems;
- the acquisition and disposal of the University’s property; -the preparation (for the President) of the University's annual financial report; -the investment and monitoring of the University's endowment and other financial assets; the collection of student tuition, fees, loans, and of other monies owed to the University.
- As the University officer responsible for certain non-academic administrative, operational and logistical functions of the University, the Vice President for Finance and Administration has general supervisory and administrative purview over:
- the planning, construction and maintenance of University buildings and facilities;
- the personnel system of the University, including the maintenance of personnel records for both academic and non-academic personnel;
- the University's property acquisition and inventory control systems;
- the maintenance and operation of the University's transportation fleet;
- the operation of the University's security system;
Reporting Line:
The Vice President for Finance and Administration reports to the President of the
University.
Span of Control:
Reporting to the Vice President for Finance and Administration are the following:
- Finance Director
- Purchasing Director
- Human Resources Director
- Director of Grounds and Maintenance
- Security Controller
Qualifications:
The Vice President for Finance and Administration must possess a doctoral. degree in an appropriate discipline such as finance, accounting, business management, law, or industrial engineering. As one of the four University executives of the highest level, this University officer must have extensive successful experience in the financial, operational and logistical aspects of a complex institution of higher education. Superior skills in verbal and written communication are essential, as is the ability to work with persons with varying academic and managerial backgrounds.
The Vice President for Finance and Administration must be competent in Arabic, French and English.
