Chapter 2 Organization


2.1 Authority in charge

The Staff Handbook is an official document used by the University administration and staff as a reference for Human Resources laws and policies.  It is a complementary section of the contractual agreement between the employee and the University.

Under the President’s supervision, the Vice President for Finance and Administration (VPFA) has primary responsibility for employment matters. This includes full responsibility for policies and procedures concerning administrative and technical personnel.

2.2 Policy creation

The Staff Handbook is designed by a committee of executive officers of AUI in consultation with administrative units, for the purposes stated above.  This version may include additional sections as the needs and current practices dictate.   

Prior to final implementation, the Staff Handbook is subject to the approval of the President of the University.

2.3 Dissemination and implementation

By delegation from the President of the University, the VPFA supervises the proper implementation of the Staff Handbook through the Human Resources Manager, herein referred to as HRM.  

It is the obligation of the HRM to properly disseminate the Staff Handbook among all concerned personnel of the University and ensure that the updated version of this document is available on the University website.

2.4 Policy review and change

Review time is decided based on the necessity of the review and should be validated by the President. Any inconsistency or issue arising from the present document must be reported to the VPFA and to HRM for clarification or correction; Amendments are made necessary by:

-   Major changes have affected the current Moroccan labor code

-   Executive officers in charge of policy creation agreed on special amendments

2.5 Applicability of the Staff Handbook

This Staff handbook is applicable to the following categories of personnel:

- Permanent administrative personnel

- Permanent technical and service personnel*

This document is not applicable to the following categories:

·  Faculty members: This category is governed by different regulations designed to handle  academic matters

·  Administrative officers appointed by secondment

·  Temporarily appointed administrative personnel, unless specified 

·  Temporary service personnel, unless specified 



*  Employees in positions related to Security and Grounds and Maintenance.
